The original title was derived from Richard Neustadt"s classic treatment of the presidency, in which he described the powerof the most powerful person in our governmentas no more than the power to persuade. Alas, the title proved too cryptic for some; hence The Bureaucratic Entrepreneur, a title that reflects more precisely what this book is about.
The second change is the addition of considerable new material that reflects the Clinton years. The third and final set of changes is reflected in the additions to the section "Suggestions for Further Reading". [...]"
